City Manager's Office

Karen Manila joined the City of Fruitland Park as Interim City Manager in October 2024 and was appointed the permanent City Manager in January 2025.  As City Manager, Mrs. Manila is responsible for overseeing all city operations and reports directly to the City Commission.

Bringing more than thirty years of experience in local government, Mrs. Manila has a proven record of leadership and fiscal stewardship.  Prior to joining Fruitland Park, she served the City of North Richland Hills, Texas for almost 25 years in several key leadership roles including Assistant City Manager, Managing Director and Budget Director.  Her career also includes positions in the cities of Garland, Texas and Kaufman, Texas.  Before entering public service, Mrs. Manila worked in public accounting, where she developed a strong foundation in financial management and organizational efficiency.

Mrs. Manila holds a Bachelor of Business Administration in Management from the University of Texas at San Antonio and a Master of Public Administration from the University of North Texas.
