Public Records

On October 10, 2013, the City of Fruitland Park City Commission ("city"), appointed the city clerk as its Records Management Liaison Officer (RMLO) to serve as a point of contact between the city and the State of Florida Department of State, Division of Library and Information Services' ("division's") records management program to:

  • provide annual reports of the city's compliance statement;
  • ensure proper disposition of eligible records;
  • train and advise city staff in records management practices;
  • respond to requests from the public regarding city records, see Chapter 119, Public Records;
  • work with the division to establish retention schedules;
  • inventory the city's records, and 
  • participate in the city's decisions regarding imaging, storage, and disposal.

​​​​​​All city records, unless exempted by state or federal law, are public records. “Public records” mean all documents, papers, letters, maps, books, tapes, photographs, films, sound recordings, data processing software, or other materials, made or received in connection with the official business of the city.  Chapter 119, Florida Statutes, referred to as the Florida Sunshine Law governs the public's right to:

  • inspect, access, and or copy public records (except those that are exempt by applicable laws) at any reasonable time during working hours, under reasonable conditions, and under the supervision by the custodian of the public records;
  • request public records without having to disclose any names, addresses, telephone number or show identification (unless required by law); explaining why the records are being requested, and without making the request in writing;
  • request an estimate for the time and costs involved in producing the public records request;
  • ask for a written statement of the statutory basis for denying access to public records, and
  • have the right to be present and unobtrusively record public meetings.

Please make requests clear enough to enable the RMLO to conduct a meaningful search and questions may be asked about the request in order to respond fully and in a timely manner.
